This article outlines adjustments to existing surveillance practices in the EU that will enhance preparedness and facilitate the response to emerging infectious diseases (EID)s and thereby help contain costs. These benefits need to be balanced against the additional costs of program implementation; however, cost-benefit analyses tend to be hampered by the inherent difficulty in attributing EID impacts to specific climate change events.
